Phil resides in Amargo, New Mexico with his wife Nely. He started his law enforcement career in the State of California and moved to New Mexico in 1995. He worked for a brief period of time for the City of Espanola and later for the Jicarilla Apache Police. He holds a Bachelor of Science Degree in Criminal Justice Management from Columbus SU, a Bachelor of Science Degree in Communications from American Continental University, and a Master of Education Degree from American Continental University.
